Flow launch panel in SPO list is blank for some users

Some of our users get infinite loading icon in flow launch panel when launching a flow from SharePoint list.
 
 
All users using corporate-managed Edge browser and are logged in into the browser.
 
It seems that the issue is per user, as if one button works, they all do for that specific user - one can launch all flows from multiple SharePoint sites. If user gets spinner icon, buttons do not launch any flows from any SharePoint sites.
 
It also does not seem like a device or a browser issue - if user who cannot launch a flow logs into the browser on non-affected user's machine, the flow launch panel still does not load. Console throws no errors. Private browser mode yield same result. 
 
All flows have the same "For selected item" trigger. All flows are shared with respective lists in "Run only users" section, and connection user is set to "Use this connection ([redacted user])".
 
We cannot find any license or role differences between affected and non-affected users.
 
The most interesting part is that as of now we know at least two users who were able to use those flows successfully for very long time but recently they started getting infinite spinner too. There were no recent changes to their users, there were no recent policy changes that could affect just some users. 
 
Is there any specific roles, privileges or some other not-so-obvious settings under the hood that we could try changing? Any suggestions would be appreciated.

    I am wondering/guessing if the concurrency setting was disabled or set to 1 ~ meaning only one run at a time.  I'm thinking this may cause the panel to not load but I haven't seen this issue specifically.
     
    Check the concurrency settings.  While you are there, go to classic mode, delete and re-add the trigger.

    I have the same problem.
    The issue is related to a change in permissions by Microsoft in the power automate enviroment: https://learn.microsoft.com/en-us/power-automate/manage-shared-flows-with-users-outside-environment
     
    I hope that someone can help me here.

    We have managed to find a cause of the issue. 
     
    While DevTools Console displayed no errors, one of the response in Networks tab did show an error even though the response code was not classified as error.

    While the flows did launch with no assigned roles to the user in that environment, it seems that Microsoft has changed something recently. We have created a basic role that contains minimum tables. Organization table was the key table.

    It took around 3 hours for the flow launch panel to load successfully for users after new role was assigned.

    Thank you so much @Nemiegosiu this is the solution for almost everybody!
    Unfortunately we don't use Dataverse so I can't fix it. I hope that someone can find another solution.
