Completely understand the frustration, two weeks is way too long for something this critical.
First check admin.microsoft.com → Service Health and see if there's an active incident for AI Builder. If there is, subscribe to updates there so you get notified when it's actually fixed.
If nothing shows up, raise a support ticket from the Power Platform Admin Center — include your flow run IDs and that error code. A community post won't get you a fix, a support ticket will.
No real workaround unfortunately since the Process Document action is fully on Microsoft's side. But adding a retry policy on the action at least stops flows hanging for hours
