Docs vs. actual behavior: article (multiple gaps + a broken Knowledge source)

Followed Extend Microsoft 365 Copilot with the Copilot chat harness (doc dated 2026-08-25) step by step while creating and publishing a real agent. A few things worth flagging:

  1. The article only documents the classic layout. The "New Copilot Studio experience" toggle leads to a completely different creation flow (New agent → Channels → Teams + Microsoft 365 → Availability), with no "Microsoft 365 Copilot" entry in the agents list at all. The article doesn't acknowledge this exists.

  2. "Add knowledge → Public websites" doesn't work. Selecting it (tried single click, double click, and targeting the button directly) never opens a URL-entry step or adds anything. The working substitute is the separate Web browsing toggle under Additional settings, not mentioned in the article's knowledge table.

  3. The agent creation form already includes Description, Instructions, and a Suggested prompts section (not mentioned anywhere in the article) pre-filled with generic placeholders, not added later as the article implies.

  4. The Publish form requires six fields (Short/Long description, Developer name, Website, Privacy statement, Terms of use), not just "fill in the fields as needed."

  5. The Availability options dialog (Share link, teammates-only vs. org-wide approval, download as .zip) has real, specific choices the article doesn't name.

    Thank you for providing the detailed findings. We confirmed that the reviewed article applies specifically to agents powered by the Copilot chat harness, while the New experience creates agents powered by the GitHub Copilot harness. These are separate authoring experiences, so the different creation and channel workflows are expected. The New experience documentation is available here:

    We will consider documentation feedback to make the harness distinction and cross-reference clearer. The article already documents suggested prompts and the principal availability options, although some creation and publishing details could be clarified.

    The Public websites behavior requires separate investigation. Public websites and Web Search are different capabilities, and selecting Public websites should open its configuration form. We will attempt to reproduce the reported no-response behavior after checking applicable data policies. If reproduced, it will be investigated as a potential product issue.
