Test Successful but Not Creating file

I have built the attached flow to go through existing emails in an Outlook 365 email archive folder and find PDFs and then save the PDFs to a folder in OneDrive, creating a folder by year (extracting the year from the email) if one does not already exist in the OneDrive main folder.
 
The test runs show successful but the PDFs are not being moved.  I've isolated the issue in the Condition 1 section as the expression result is coming back False when I have confirmed that there is indeed a PDF attached to the email. 
 
I've worked with CoPilot to try and fix the issue of why the Condition 1 step is not detecting the PDF, but its run out of ideas.  I've checked the connectors, the reference points, and the syntax. Nothing has fixed the issue. 
 
Any help is much appreciated.  I've attached screenshots of the Condition 1 and Create file 1 cards for reference.  If someone can help I can send more screenshots as needed.
