Do I understand the license model correctly for CoE.
For the core components you can make pr app license or give admins premium licenses.
However for the governance components following stated:
"Your app, flow and bot makers will use the Developer Compliance Center app to provide further information about the resources they're building - get familiar with the audit process and share the app with your makers. Your makers must have a Power Apps Premium license to use this app."
Does this mean that every single maker making personal small apps, business apps .. etc needs a premium license? So every single maker needs a premium license?
