Can I put a condition in on the 'OnSelect' property of the dropdown so that when 'No' is selected it will remove the attachments from the attachments datacard ?
Unfortunately no. The user must initiate the removal of the attachment from the attachment control.
The only real option you might have would be to utilize a PowerAutomate Flow to see if the field where you have the dropdown is "No" and if so, remove attachments in the flow.
