I have built a Power App that will now need to access to very large data sets (SharePoint lists), 'Clients' (30k+ names) and 'Address' (60k+ addresses).

I'm seeking guidance on how to use Power Apps to best access and retrieve, add to collection, filter, sort, edit the two lists.

I had to do something similar recently - getting data from 3 different lists, 2 of which had 20-40K items.

I found the simplest way to achieve this was to trigger a Flow from the app and use the Get Items action to retrieve the data you need. There are more limitations with PowerApps in which queries to SharePoint Online are delegable, and non-delegable queries cannot retrieve more than 2000 items). You can then pass this retrieved data from the Flow back to the Power App and use ParseJSON to convert it into collections.

You could also do any filtering you need as an ODATA query in the Get Items action if you needed, and pass through to the Flow what you wish to be filtered.

The great thing is you could query both lists in one Flow and pass the data from both back to the PowerApp.
