Hello,
I am trying to create a chat bot which will be added as an app in Teams.
When the user clicks on the app in teams can PVA ask the 1st question instead of waiting for the user to type in a hi ?
can accessing the app be set as one of the triggers for the chatbot to start.
If the feature is already available, please guide me on how to enable them.

You can configure the chatbot to greet the user when the chat is initialized. So if your app initializes a chat with the bot for the user then the bot can be configured to greet the user and ask a question by changing the default greeting topic.
