Developer cannot edit app from Home screen but can edit it from Details screen.

One of my fellow developers is trying to edit an app we are working on together.  I am not in the app at all.
When he looks at the app from the Powerapps Home Screen, the edit option is greyed out:
But if he clicks the elipsis and goes to Details, then he CAN click the edit button:
 
What security setting would cause this?  We have noticed it on 2 different apps now.

    I'm not familiar with Powerapps 'Solutions' so I would say no, or its part of the defaults.
