Hello,
I'm new to powerapps and I wanted to create a button that open a link on IE, is there a way to do that?

You can just use Launch("www.weblocation.com") and it will do that. Which browser it will open depends on the default the user has selected. I don't know of any way to specify that part.
@rebeccas is correct, this will launch using the default browser set in that particular machine's Windows settings - you cannot specify which browser to use to launch a link from within PowerApps.

Well, it's more of a Windows thing than a PowerApps thing - PowerApps runs in a browser, and your browser doesn't have the ability to access and run local executable (.exe) files, as this would be a massive security risk. There are some minor differences when it comes to the mobile phone, but effectively it is still not able to access any non-standard mobile phone functions.
Think about it this way:
If it was able to run the Internet Explorer .exe file then what stops it from running the Format command and wiping your computer or running a remote access command and giving someone remote access to your computer?
