The issue you're experiencing is likely due to insufficient permissions. When using Excel Online features, a data import job is automatically created in the background. To resolve this, you need to ensure that you have organization-level access to the following entities:
Data Import
Data Map
Import Source File
Web Wizard
Web Wizard Access Privilege
Wizard Page
Alternatively, assigning yourself the System Administrator role .
