Transferring a user from one copilot to another

I for the life of me can not figure out how to trigger a different copilot as a skill based on a user input. I have 2 copilots, copilot 1, and copilot 2. With copilot 1, it will greet a user and provide an adaptive card that the user can select to trigger copilot 2. How do I add copilot 2 as a skill so copilot 1 can trigger it? Both of these bots would be in MS Teams. Is there a way to use a http request to trigger it? I can not find the manifest url for copilot 2. I need some suggestions or links or videos. I've spent weeks trying to figure this out. PLEASE HELP!

    Which makes me think you could trigger topics via a received event (I could be wrong), this might also provide some insight:

    Or even if someone could explain a layout of how I should start trying to make it work. I have a resource group in Azure with a bot, app service and app service plan. I have Bot framework in VS and Bot framework emulator. Like do I connect copilot 1 to azure or copilot 2? Do I have the sample bot in VS be connected to the info I have in copilot studios? I am so confused.
