It is necessary that when the bot is opened, the user is immediately given this menu. I.e. this topic has started.

With the latest update of the PVA you have this option.
Once you create your bot then you have a System Trigger which is called "On Conversation Start", then you can add new nodes to build the scenarios you need.

2- PVA for Teams
A known limitation within the PVA for Teams is that you start only once, after that, it's needed an entry from the user. But for the Web, we have no limitation there.
Maybe I don't understand you, maybe you don't understand me.
But to start a topic, you still need to enter a phrase. There is no autostart.
Or maybe I'm missing something?
