Powerapps portal creation Issue

Hi Everyone,

Greetings for the day!

I have a difficulty in PowerApps portal creation. Whenever I am trying to create a portal i am getting "You don’t have appropriate permissions to create a portal in this environment. Try selecting another environment or create new environment. If that doesn't help, contact your global administrator"

I do have the following:

Power Apps Per User Plan
My account with Read-Write access mode
System Administrator Role
Power Platform Administrator role
I can register the App in the Active Directory

Inspite of having all the required access still I am getting the above error message. I created a new environment and tried but still the same error is coming

Can you help me to fix this issue?

I have validated this link earlier but no luck. Instead of having all the required access still unable to create the portal

And what is the environment you are trying to create your portal?

We have created a new environment in powerapps and within that I am trying to create a portal
