Imported Bot is Missing Topics (topics exist within solution)

There are no errors being thrown, import successful.

From my source environment I've added topics, ran issue check, published several times with no issue. In the solution i've added required components, published all changes, and exported. (In various orders)

In my target environment, whether the bot had existed already or I started without the bot in question existing (always having one test bot setup in the environment prior), the bot (34 topics) is missing a few. In the solution itself, it shows all topics (38). I have tried adding required components, published changes, to no avail. My bot topics show errors where they route to the missing topics and read like "Dialog new_topic_XXXX".

When I delete the bot, the missing topics remain in the solution, like they're not connected.

All flows the bot depends on are imported.

What am I missing?
