PowerApps not connect to an on prem database

I'm getting an error when running my PowerApp.  When I try to refresh my data connection to the SQL server I get a status: 400, message: An error happened while reading data from the provider. Could not load file or assembly Microsoft.Data.SqlClient.

 

Even if I try to add a data connection to the SQL server I get the same error.
