The error indicates that your tenant does not have sufficient Dataverse capacity (at least 1GB) to create a production environment. You can resolve this by purchasing Dataverse capacity add-ons for your tenant.

Work with your admin or if you are admin perform the following:
    • Go to the Microsoft 365 Admin Center: Microsoft 365 Admin Center. In the left menu, click Billing > Purchase services. Search for "Dataverse" or "Power Platform capacity." Purchase the required capacity add-ons: Dataverse Database Capacity Add-on: Additional database storage. Dataverse File Capacity Add-on: Additional file storage. Dataverse Log Capacity Add-on: Additional log storage. Complete the purchase process.
    • Assign Capacity to the Environment After purchasing, go back to the Power Platform Admin Center: Navigate to Capacity > Capacity settings Assign the purchased capacity to your environment under the Allocation tab.

Technically, Dataverse is not included with Microsoft 365 Plan for Power Apps and Power Automate. The Dataverse service plan that you may see in your admin center is not for Power Apps.
How do you plan to run apps, per user or per app?
What type of apps are you running, are these apps associated with Microsoft 365 apps?
If you have developed apps using Power apps which require Dataverse then you will need a premium license.
Before making a purchasing decision you should examine your complete environment to see what licenses you currently have.
