Filtering Nested galleries

I have a vertical gallery, "Gallery3", and a horizontal gallery "gallery7" nested in that gallery. I followed Reza's tutorial and the items in gallery3 are defined by a choice column, Choices(DataSource.ColumnName)

 

My problem is that Gallery3 has all choice options "showing" when my horizontal gallery is blank. How do I filter out items/rows of gallery3 when gallery7 is blank? Is this possible?

 

Alternatively, I could sort by the number of items in each horizontal gallery then sort by descending such that empty rows in gallery3 are at the bottom...but I am yet to figure this out too

     ForAll(
     Choices(DataSource.ColumnName) As _choices,
     If(
     !IsEmpty(
     Filter(
     DataSource,
     ColumnName.Value = _choices.Value
     )
     ),
     {Value: _choices.Value}
     )
     ),
     !IsBlank(Value)
    )
