Hi
Has anyone built a Power App which is used by members of the public? how does the licensing work? I've no idea how many users there might potentially be... Should I look to C#/.Net or other development platform?

Canvas Power Apps are not suitable for public use because each user must be setup as a user in your Microsoft tenant and must be licensed to use Power Apps.
If you want to stick with the Power Platform, you might want to consider building something with Power Pages, as that would better support your use case scenario of public/unauthenticated access.
