Hi,
Is it possible to grant edit permission to external users, so that they are able to download the app and develop it? From what I see, it requires co-owner access, which is not possible in my case. Is there any way around it?

Hello,
To edit canvas app, we need use has permission in Power platform environment. But in current design, we can't add a guest user as real user in Power Platform environment. So we can't assign Edit permission for guest user.
Meanwhile, we also can check it from document "Guests can only be assigned the User role, and not the Co-owner role, for apps shared with them". Please check more from https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/share-app-guests#considerations-and-limitations-for-guest-access.
