powerapps sharepoint list security/permissions

I'm in the progress of setting up a new powerapp, but I'm really struggling with the permissions side of things. I haven't found a way to achieve my goal yet, but maybe you guys know a way around this. 

Our organisation has over 60+ sites and I want to set up an app to track the worktickets for internal and external inspections. The people responsable for the site need to be able to see the data for their site, both tickets they made and ones made by my team, my team needs to have an overview off al the sites, and in some cases I have people who are responsible for only a couple of sites. I think I would be able to achieve this by applying a filter in powerapps connected to another sharepoint list with the permissions . So I would have 2 sharepoint lists. One with the jobtickets and one with the permission levels.

 

But this is where I think the problem comes in. This would give people access to those lists .

Permissions list: no problem, give them only read rights, so the app can read the data, but not edit it. My team would have the edit rights, to add/remove people.
Jobticket list: here is the problem they would be able to view the entire list (so not only for their sites) if they go to the sharepoint portal. Given that they have to be able to edit the tickets I need to set their permission level to edit and not only read. Is there a way to prevent this?

I have considered setting up RLS, with every site as a group, but this also wouldn't work, because I have a couple of people who are responsible for multiple sites and you can't add people to multiple groups, besides that, having over 60+ groups seems just silly. I also considered setting up a sharepoint list for each site, but well again having over 60+ sharepoint list with only around 50 tickets per list also seems silly.

 

It seems like setting a locked view on the sharepoint list is the only option, but was wondering if there are better options.
