We have added power virtual agent onto Power apps portal however there is no option to minimise the bot on the portal and it is not good from user experience point of view given it blocks the main page view to some extent.
I wonder how we can show the minimise capability?

Did you implement your chatbot as a Component within the Power Apps Portals?
If yes, do you have two options:
1- Raise an idea to minimize without implement any code because it's not possible yet: https://aka.ms/pva/community/ideas
2- Create a JavaScript code to generate an icon (similar to that we have in this site here COVID19 Volunteer - Self4Society (mygov.in)) and hide/show your bot using JS.
