Publish error - Enable Necessary permissions or upgrade license

Hi everyone.
 
Has anyone had this issue recently? I was creating an agent on Copilot Studio and was not able to publish it. I attached an image of the warning when I click 'Publish.'
We have a tenant license and 4 Copilot Studio User Licenses, 2 of which were acquired this year. Only one specific user can publish atm. All the users have the same user roles.
 
If anyone knows if anything has changed regarding the license agreement as of the new year or knows of a fix, it would be greatly appreciated.

    Hello ,
    Based on the error message in your screenshot, this appears to be a user-specific license assignment issue rather than a tenant-wide licensing problem. The error states: "You currently do not have a user license that allows you to publish in Copilot Studio."
     
    Here are the most likely causes and solutions:
    Check These License Settings:
    License Assignment Delay: The 2 licenses acquired this year may not be fully provisioned yet. Even with the same roles, individual Copilot Studio licenses must be explicitly assigned to each user in the Microsoft 365 admin center.
    Verify Individual License Assignment:
    Go to Microsoft 365 Admin Center → Users → Active users
    Check each user's assigned licenses
    Ensure "Power Virtual Agents" or "Copilot Studio" license is explicitly listed (not just tenant-level access)
    Security Role vs. License: Having the same user roles doesn't guarantee license assignment. The working user likely has both the license AND the role, while others may only have the role.
    License Propagation: New license assignments can take 24-48 hours to fully propagate through all Microsoft services.
     
    Immediate Fix:
    Have your admin verify in the Microsoft 365 Admin Center that each user has an individual Copilot Studio/Power Virtual Agents license assigned
    If licenses are assigned, try removing and reassigning them
    Have affected users sign out completely and sign back in after license changes

    Recent Changes:
    As of 2024-2025, Microsoft has been transitioning Power Virtual Agents to Copilot Studio with updated licensing models. If your 2 new licenses were purchased under the new Copilot Studio branding, there may be a mismatch in how they're being recognized vs. older Power Virtual Agents licenses.
