How to create a public form that accepts an attachment?

When I select the form is accessible to the public, I cannot add the "Upload file" function. How do I collect a file from the public on a form? Other Form products are able to do this.  I created a help request here Why is the "Upload File" greyed out in Microsoft Forms when trying to - Microsoft Community but they redirected me to use Power Apps, so I am re-posting the question.  

I tried to use an AI agent and it said to go to https://make.powerpages.microsoft.com/ but when I navigate there it says it is not available to my U.S. Government Subscription.  So, is there another way.

What we are trying to create is a simple public form that has a few text fields and provides a method to upload PDFs.  After the form is completed, it should send an email notification to internal staff.

    So without seeing their response, we cannot help you with the Form, that is not what Power Apps does. My.. thinking is they were telling you to Build a Canvas App so you could share that with external people, not, ask us how to fix a Form problem that they would do.
     
    Forms blocks this on purpose. this is because once its opened to people all over the global, a company has to protect itself. So you would need to be able to disable that protection and I do not in any way suggest that, unless you want issues.
     
    I also want to clarify, you said outsiders, I believe you mean literally Globally. That is not something you can do (easily) with Power Apps.
     
    You would and could use Power Pages, as it supports anonymous users but you need enough licenses. Also, I am not sure if you are GOV, GCC, GCC High or what so its possible its not available as an option either.

    Your only option for public facing is Power Pages.
