Cant share a model driven app to new users, is there any count limit

Model driven app not able to share to new users, only when I removed any of the existing users then only it is allowing. Any count restriction in sharing a model driven app.

there isn't a restriction by user numbers. Do you have any error that you can share with us?

No error is coming, it shows shared successfully. But when we looked into the shared users list it is not.

There is a setting at environment level to limit the individuals who can share

Sounds like you have per app licensing ? So that means a user can have 3 apps shared with them in total.

my first point of call would check what licenses the users have who are facing the problem, you would need to check with an M365 Admin.
