@yohannes_adeba - as @Pstork1 correctly says, delegation support depends on the data source. For example, Dataverse provides far better delegation support than Microsoft SharePoint/Microsoft List.
For example, the 'contains' and 'in' operators are delegable in Dataverse, and there is delegation support for aggregate functions such as Sum, Count, etc.
IMO, it is unlikely that Microsoft will prioritise upgrading non-delegable functions to be delegable in Microsoft Lists. Doing so would disincentivise users from upgrading to Dataverse, which provides greater licensing revenue for Microsoft.
I suspect that if you post this question on the Microsoft Lists forum, the general response will be the same.
As an alternative, if you can identify the non-delegable aspects of your app, you could create some new posts and someone here may be able to suggest some workarounds to to overcome your delegation limitations.
