Cannot Find Flow Template

I am trying to locate the following approval template:

I work for a city government and the url for power automate is https://gov.flow.microsoft.us. I cannot find the template from the government url. If I go to https://us.flow/microsoft.com and use my personal outlook.com account, I can find the template. I can't use it though because I don't have Sharepoint with my personal account and the template uses the Sharepoint connector.

I have the same issue. I'm unable to locate a setting in our admin tenant that would control for something like this. I'm starting to think this is an issue on the MS side of things.
