Impact of removing Creators E3 Licence

I have an E3 licence assigned to an ex-employee who developed a few PowerApps and Flows. Can I just remove this user or re-assign their E3 licence without any impact on the Apps?

    Since Power Apps run connections using the context of the person running the app, if the app has been shared with other people it should continue to run even if you remove the original maker's license.  But you won't be able to edit the app unless it has been shared with other people and at least one person has been designated a co-owner.
