PowerApps Containers can't move objects around

I'm new to containers.  I used the template for a new screen that has three containers in it.  When I put a DDL into the container I can no longer move it around.  This help detail comes up but isn't helpful to tell me what the issue is.

    You don't move components around in a container.  They are horizontal or vertical containers that are one control stacked after another.

    It is the container that you would move around and also the container properties that you would change to dictate how it stacks.
