When configuring Copilot Studio to support multi-language, this does not work for IVR agents, as they will always be voice agents, and the language in which they read the "text to speech" messages to the user is the primary language. A very typical scenario is a voiceover like: "Press 1 to be served in Spanish, press 2 to be served in English." This is not possible since the voice will be in the intonation and pronunciation of the primary language.
