Why my user with any office or power app license can connect to our default environment ? and how can avoid this ? He can event create a canvas and model-driven apps.

I can confirm even others environments if we add an user without license and give him a maker role, he can create canvas and model-driven applications without problems. Juste during execution the platform validate the license in the case of canvas apps, but for model-driven apps it shows an error but says nothing about the user doesn't have a license.
So this is sad and we must be careful and check this manually before share a model-driven with a user in the company.
I add the photos about the 2 kinds of errors to help other people that could have the same issue in the future.
The documentation is correct. From a legal point of view they must have a license. That's not the same as saying that the software will prevent them from doing it if they don't have a license.
Yes, this is true, Power apps isn't enforcing this licensing requirement, currently users with any license can create canvas apps and model driven apps(only using existing tables). I did some tests and it was possible.

Yes, it's a expected behaviour. Althoughts the user haven't office license he can make a power app. BUT he won't be able to execute it.
The license is requiered only to execute a power app. If it's standard is valid the Power Apps for Office 365 included in a office license (E1,E5...) If it's premium need a standalone license like Power Apps per app or per user.

The only way to prevent it entirely would be to disable his Office login entirely. He is legally required to have at least an Office license to login and create an app, but Power Apps isn't perfect at enforcing that requirement. He can start a trial and may still be able to create an app even if he doesn't start a trial.
