I have what I hope is a simple question. Can an orginazation control updates to PowerApps?

If you mean updates of the PowerApps player on your smartphone and desktop, this is related to an enrolled device management tool, not directly in PowerApps
If you mean updates of an application made with PowerApps, then, no only the owner of the app can controle the releases and decide whether a version is published or only saved as draft,. And you can't specify which audience will access which version of an application. All users will use the same version (version is automatically updated when launched if device is online)

Do you want an Org to control the feature updates to PowerApps?
If you want an Org to control the feature updates to PowerApps, I afraid that there is no way to achieve your needs in PowerApps.
