I'm very new to the PowerApps world. Our organization is a local government tenant.
Licensing: I have an unlimited license myself, to create apps. A few of my peers in IT have a single-app user license.
I've developed an application which contains a SQL Server connector. I've shared this application with the users above, but they are unable to load it.
In the Power Platform admin portal, I am also unable to see where the App licenses we have purchased can be assigned to individual users. Our vendor is unfortunately not trained well enough to help us out with this problem.
Can someone point me in the right direction please?
I don't think I have a problem connecting to my tenant.
I've already created an application on my government account, and can see other users that are part of my team.

From this article, we can know that "if you are unable to connect to your tenant, you might need to go through a process to add your tenant to an approved list, which will enable this capability for your tenant. "
Regarding to Government Tenant issue, I would suggest you request Microsoft for Further Help. https://docs.microsoft.com/en-us/power-platform/admin/get-help-support
