I created an app within Power Apps for Teams (within Team not on make.powerapps.com), as it was my understanding that if I create apps here, all users within a Teams space, won't need a PowerApps licence to access to app.
However, while I can open the app from the Teams space channel tab, my colleague who's also an admin of the Team gets the following error message saying "There was a problem reaching this app".
I ensured the app was shared with all members and admins of the Teams space using Power Apps > Build > TeamName > Share with colleagues, but they're getting the same error. Would they need to enable Power Apps personally or something?
Was the app created inside Teams or in the regular Power Apps web client? To share an app across multiple teams that uses SharePoint as a backend you should create it in the Power Apps web client and publish it to Teams. That's a different scenario than the one in this thread. Please post this as a new question. You'll get more responses and others will be able to find the answer more easily later.

For me it turned out that my organisation hadn't enabled Power Apps for Team for all users, so they would of had to do this for any other user to view/use the app.
Unfortunately I can't comment of the rest of your issue, but I'm sure @Pstork1 might be able to.

Even I am facing the same issue my colleague had created simple quiz app (Canvas App) using List and had given the access to the list as well. I was able to access the application in Teams, so for testing purpose we created another Teams channel named 'Trial' and added few more members to the group and shared the List with the new members in the group and shared the app on the new channel as well.
But even after sharing the app it displayed the same message which @helloAndre has mentioned. All the new users are have the Office 365 E1 plan or the Standard plan which includes Office 365 Power Apps so why are they not able to access it (even after sharing all the resources).
I had few doubts:
Can we share a single app in multiple groups that is sharing the application in more than one teams channel or we can only share one app in one group?.
My colleague had created in his custom environment and at start had shared all the lists with me and then I was able to access but others can't so is it any environment issue?.
Please let me know how to resolve the following.

Thanks @pastork1, I'll ask them to restart Teams or clear the Teams cache in hope that it works.
As long as you are using the Power Apps client inside Teams and using a Dataverse for Teams table created by that client you should be covered by the Teams license. If you then Publish the App to Teams (That's the button all the way on the right side of the Toolbar when editing the App) then your colleague should see the app on the Tab where you publish it and be able to use it.
I was recently assigned the 'Power Apps and Virtual Agents' license by my organisation, but I don't believe this is required for Power Apps for Teams, correct me if I'm wrong. The App uses Dataverse data source, the default Table option on Power Apps for Teams, which based on my research doesn't require the Dataverse license.
My colleague is an admin in the same Team where I shared the app.
If they have a Teams license then they have an M365 license which includes Power Apps. What data source is the app using? Is your colleague an admin in the same Team where you deployed the app? Or is he trying to deploy it to a different Team/Channel?
