I have installed PowerApps CLI and I´m using the latest version. However, the menues and all the text is in my local language. How can I change so it will use English instead?

You can open the location of your pac cli. Inside each version of pac you find \tools\loc\<yourlanguage>. You can rename the folder for your language to something else, and then it will take the fallback, which is english.
In my case, the folder looks like this:
\AppData\Local\Microsoft\PowerAppsCLI\Microsoft.PowerApps.CLI.1.3.6\tools\loc
Unfortunately, after you install a new version, you will need to make a similar change.
