Hi all,
I read here that to call APIs by PVA, we can use Power Automate.

Do we need to have a Power Automate license to be able to call APIs from other systems and use the result in PVA? The PVA is used on a website to help visitors.
If we also need a Power Automate license, how many licenses do we need to have? Only one for Power Automate or for visitors.

And to answer your last statement, your visitors can also be anonymous and they can't be billed and also bot would be deployed via URL. So, you only Power Automate License

The chart in this article covers licensing. If you are using PVA for Teams then it is associated with your Office 365 Teams license and you can use Power Automate with any standard connectors, like SharePoint or Dataverse for Teams. If you are using a PVA Web license then you are covered for standard or Premium connectors when calling a flow from PVA. to use a Premium connector with PVA for Teams you would need an additional Power Automate license.
