Copilot Studio で作成したエージェントを、Power Automate から呼び出す構成を検討しています。
その中で、「自律型トリガー（イベントトリガー）」を使用しない場合でも、実質的に同等の処理を行った際の課金扱いが不明確なため、正式な仕様確認を行いたいと考えています。

確認したいポイント（質問）

① 自律型トリガーを使用しない場合の課金扱い

以下のような構成の場合、Copilot Studio の従量課金（クレジット消費）対象になるかをご確認ください。

Power Automate のフローをトリガー（例：メール受信、SharePoint更新等）として起動
フロー内で「エージェントに応答させる／エージェントを呼び出す」アクションを使用
Copilot Studio 側では イベントトリガー（自律型トリガー）は未使用

→この場合、以下を明確にしたいです。

「自律型エージェント」と同等とみなされ、従量課金対象になるのか
それとも「ユーザー起点での利用」として別扱いになるのか

② Power Automate 内の生成AI系アクションとの関係

Power Automate には以下のような生成AI／Copilot関連アクション（※プレビュー含む）が存在します。

「生成AIで回答を生成する」
「Copilot / エージェントに応答させる」等

これらを使用した場合について、以下を教えていただけると嬉しいです。

Copilot Studio の従量課金クレジットが消費されるのか
Power Automate 側のプレミアム／従量課金としてのみ扱われるのか
課金体系が どこに帰属するのか（Copilot Studio or Power Platform）

③ 課金判定の境界条件（公式な線引き）

「自律型トリガーを使った場合のみ課金対象」と理解していますが、
実装上は同じ動きをしていてもトリガーの置き方次第で課金／非課金が分かれるのか、以下について公式見解を確認したいです。

Invoking an agent from Power Automate is generally treated as an on-demand interaction rather than an autonomous one. This means it is usually not classified as an autonomous trigger scenario. However, it can still result in Copilot credits consumption depending on the type and volume of processing performed by the agent.
Generative AI-related actions, including “Call an agent” or “Get response from Copilot,” may consume Copilot credits if they rely on Copilot Studio capabilities under the hood.
The key distinction is:
- Autonomous trigger: the system initiates actions independently → typically associated with specific Copilot credits billing behavior
- Flow-triggered execution: initiated via Power Automate → not considered autonomous, but still potentially consumes Copilot credits based on usage
In practice, even if the architecture avoids autonomous triggers, similar logic executed through flows can still incur Copilot credits consumption. The billing is therefore tied more to capability usage than strictly to the trigger type.

Because of this, it is important to validate the exact billing behavior for your tenant and licensing setup to avoid unexpected Copilot credits usage.
