Team / Roles - The user is disabled. Only enabled user can be associated with a role.

Greetings all,
 
I have created a new Managed Environment with the Administrator account.
After a few hours I came back to setup the teams and assign roles.
 
When opening the Environment in the Admin centre and clicking on Settings then Teams, no teams are displayed, and I get the error:
 
The user is disabled. Only enabled user can be associated with a role.



I've also seen



I created another Environment as a test and same thing.

I can see teams in other Environments, and it almost feels intermittent, like leaving it for an hour and logging out / back in, but only in the new Environments.

Any ideas, The Admin account is definitely enabled and has the appropriate licensing and Entra Roles.
