I was trying to send to variable value via payload to chatbot so that it skips that question, but its inconsistent 3 out of 5 times it is captured and rest of the time it is not.

You can configure this question to ask every time.
Just open your topic, click on the 3 points (...) your question, click on the ask configuration, and select the option to wait every time.
