copilot doesn't work after being published to Teams

I created a simple copilot which uses a Sharepoint library as knowledge context. The library contains a bunch of documents, including quotations we give to customers. The instructions to the copilot are to search the library to answer questions about customer quotes. Everything works fine when I test it in copilot studio. Then I published it in Teams and it worked for a few questions. But now it only answers with "I'm sorry, I'm not sure how to help with that. Can you try rephrasing?" This behavior has been going for more than 18 hours now.

Any ideas why this is happening?

Hi BP-08101346-0,

The bot might be losing access to the SharePoint library, which could result in the Copilot not being able to retrieve documents for answering the user's query. Ensure that both the bot and the user have the correct permissions to access the SharePoint documents.

Permissions in Teams and SharePoint can sometimes differ, so the access may work during testing in Copilot Studio but not when published in Teams.

Permissions are not the problem as far as I can tell. Since asking the question, the bot is intermittent. Sometimes it answers and sometimes it doesn't.
