I just noticed the above license option in my clients tenant. Do we need to assign this to every user that will be creating flows and Power Apps? What about the people using them?
Hi DeanGross,
I have seen an article about PowerApps in your organization Q&A, hope it can be a reference for you:https://powerapps.microsoft.com/en-us/tutorials/signup-question-and-answer/

Hi @v-yamao-msft ,
That is a helpful article, but I am trying to learn more about what the "PowerApps and Logic Flows" license is for and maybe some history. I tracking down a licensing issue. Thanks for any help you can provide.

Yes, every user creating or using Power Apps and Power Automate flows will need to have that license assigned to them. If they use premium connectors they will need an additional per user license assigned. the one you are referring to comes bundled as part of most of the Office 365 licenses.
If you have additional licensing questions please ask and I will try to point you in the right direction.
