Can I use Project Accelerator with project for the web without d365 license?

Problem:
I use Project for the web, and all projects sync to Dataverse.
I need to install Project Service Core (for Project Accelerator), but it won’t install in Power Apps.
I have Project Plan 3 & 5, but it still doesn’t work.
Question: Do I need a Dynamics 365 license to install Project Service Core?

    Yes, you need a Dynamics 365 Project Operations license to install and fully use Project Service Core and the Project Accelerator solution. PSC is part of D365 Project Operations - which means there are more resource management and tracking operatiosn.
