We have Power Apps per user plan licensing across our organisation.
It seems from the licensing overviews and FAQs that this would cover us for customising and extending Dynamics 365, but it isn't clear to me whether this licensing would cover us for using it.
We have a use case which could potentially be met with a solution built around Dynamics 365 Field Service. Would we need to purchase extra licenses to use this?

No, the standalone license is not a substitute for the Dynamics 365 Field service license. The standalone license will cover Dataverse as a data source, but some of the pre-built tables, like the ones used by field service, require the regular Field service license. You do need Dynamics 365 for Field Service Licensing to use the app and perform any data modifications against the tables (read-only access is permitted without Dynamics licenses) that are specific to Field Service.
Here is a list of restricted tables which tell you which licenses give you rights to use the tables.
