Based on my understanding, the following setup should work, but we're encountering an issue where a guest user is unable to access a Dataverse for Teams (DV4T) PowerApp app, as though they lack the necessary license.
Here’s the scenario:
- I created a dedicated Microsoft Team and added an external user from another Office 365 tenant. This external user has an E3 license, which includes the Power Apps seed license.

- I then built a simple DV4T Power App within Teams, using a single Dataverse table and no premium connectors.

- Internal users within the same tenant (Tenant A), all with E3 licenses, can access the app without any issues.

- However, when the external guest user (from Tenant B, cross-tenant synced to Tenant A) attempts to access the app, they receive a message indicating a license is required. In some cases, the message references premium connectors, even though none are being used.
Interestingly, if I assign a “Power Apps Plan 2 trial” license to the guest user in their home tenant (Tenant B). They are then able to access the app without issue. This suggests that the E3 seed license is not being recognized or applied for guest users.
Are we missing a configuration step? Is there a setting that needs to be enabled in either Tenant A or Tenant B to allow guest access to DV4T apps using their existing E3 licenses?
The goal here is to make use of DV4T with the already available E3 license on both tenant.
