We created a new PowerApps environment - it is now "Dynamics365Instance" environment type.
Security is now administered differently - it is administered in the "Dynamics 365 user management center"
So we clicked the link, and clicked "Manage User Roles", we asigned both "Environment Maker" and "System Administrator" role to the user
The user can create a PowerApp, but cannot create flows.
In flow they get "Acces to the environment '' is denied"
Any ideas on what to do to get the security to work for flows?
Thanks - its working now. So it appears there might have been either a time delay in the permissions be applied, or some caching with the browser.

Could you please share a bit more about the error message?
Do you mean that the user has "System Administrator" role within your New Environment?
Based on the issue that you mentioned, I have made a test on my side, and don't have the issue that you mentioned.
If the end user has "System Administrator" role within your New Environment, he would have full permission to customize or administer the environment, including creating, modifying, and assigning security roles within your New environment.

Please check if the end user has chosen a proper Environment within his Microsoft Flow to create his flow.
Also please consider ask him to clear cache of his browser, and then sign in his Microsoft Flow and choose a proper Environment, then create a new flow again, check if the issue is solved.
