I have created a production environment (Asia region) in powerapps and I tried to assign security roles to organization users (Only who are all using powerapps which is created in this environment) . But Some users are missing in the enabled users list.
I have tried to add them to this environment user list. But the users names are not reflecting in enable users list.
Please help to me to find the solution.

I have checked their name in enabled / disabled / remaining list. Some of users name was not available in that list. I have tried to add their name to environment. But it was not reflected into enabled / disabled list.
The users are having powerapps license and they can able view 'shared apps'. Only issue, they are unable view data in that app which was stored in CDS.

Could you please share a bit more about your scenario?
Which security role do you assign to the Organization users?
I have made a test on my side, and don't have the issue that you mentioned.
Please check if these users who are missing in the enabled users list are within your Organization.
Also please check if the account of these users who are missing in the enabled users list has been removed/disabled from your Organization.
In addition, you could also consider change the "Enabled Users" option to "Team members", then check if all members in your Organization is existed within it:
After that, assign specific permission to the users in your Organization.
