Could you please share a bit more about your scenario?
Which security role do you assign to the Organization users?
I have made a test on my side, and don't have the issue that you mentioned.
Please check if these users who are missing in the enabled users list are within your Organization.
Also please check if the account of these users who are missing in the enabled users list has been removed/disabled from your Organization.
In addition, you could also consider change the "Enabled Users" option to "Team members", then check if all members in your Organization is existed within it:
After that, assign specific permission to the users in your Organization.
