I have created a new environment in preprod power platform - Environments | Power Platform admin center (microsoft.com), with Dataverse enabled. atleast 12hours ago. It still shows in 'Preparing' status and Dataverse option as disabled.
With Dataverse option disabled, I am not able use this environment in preprod MCS -Microsoft Copilot Studio
Try to open a case with Microsoft to check that. Could be a internal issue that is not creating the environment.
