That's a question from MB-400 so it's probably not something to ask here.
What I will say is that there is little documentation regarding load order within the Microsoft documentation but this is really about when you want to load the css and javascript files relative to the html file (which I hope and believe is enough of a clue).
Remember files are loaded in numeric order so all items with an order of 1 will be loaded first, and those with an order of 2 will be loaded next and you may want some of the items in the header and others loaded later to ensure they are in the footer.
