Como crear un Bot que publique automáticamente en cada usuario que se le indique?

Quisiera crear un Bot en el cual los usuarios no tengan que escribir sino que sea simple para mostrar información que posibilidades hay e hacer ese proceso.

    What do you mean? 

    Today the chatbot can’t send a proactively message, they needs receive a messages to show options..

     

    Please, explain better about your scenario.
