Power Apps Portal for less than 90 users

I'm superconfused about Power Apps Portal licensing for less than 100 users. That means, for example when we have 20 external partners, we need 200 USD license to have portal for them?

Yes, your understanding is correct. If it is external users and authenticated users, you need to pay USD 200 as add-on money. More info for your kind reference
